No CDL and no tuition. RCSD and its contractors hire you as a paid trainee and cover the commercial license.
๐ Limited-time: + free New York CDL Passenger & School Bus study guide
Rochester City School District is the 4th-largest district in New York State, serving roughly 22,100 enrolled students and moving about 28,000 riders a day across 46 schools in Monroe County. A transportation operation that size runs on bus drivers, and Rochester has faced a persistent, well-documented shortage - in one fall its contractors were down more than 100 drivers combined. That shortage is steady opportunity for anyone who wants reliable work close to home.
Here is the part most people get wrong: you do not need a commercial driver's license to apply. RCSD and its contractors hire applicants without a CDL, pay them hourly while they train, and cover the CDL training a private school would charge thousands for. This page lays out the real Rochester process, what the job pays, and how the district and contractor paths differ.

How to become a School Bus Driver in Rochester
The path in order. The guide expands every step with the exact forms, links, and figures for Rochester City.
Confirm you qualify before you apply
New York sets the minimum age for School Bus Drivers at 21. You need a valid New York driver's license, licensed driving experience that meets the district's standards, and a record that clears its safe-driver program - serious moving violations, DUIs, and license suspensions are disqualifying. A high school diploma or GED is preferred, not strictly required.
Apply online for the Bus Driver role
Start at rcsdk12.org and click through to apply online. Search the title "Bus Driver." Postings run open until filled, so apply promptly when you see one, and have your driving and employment history ready to certify accurately.
Interview
RCSD offers phone and virtual interviews. You can also walk in to a Transportation compound between 8:00 a.m. and 3:00 p.m. to inquire, or pre-apply online before a job fair. Interviews are practical: they want to know you will show up, drive safely, and stay calm around students.
Clear the screenings after your offer
After a conditional offer you complete New York's Article 19-A pre-employment package: a DMV-initiated fingerprint check, a three-state driving abstract, a medical exam, and a three-year employment investigation, plus a DOT drug screen and DOT physical. New York drivers are fingerprinted once through DMV, so ask which clearance path applies before scheduling to avoid paying twice.
Earn your CDL at no cost as a paid trainee
School Bus Drivers need a New York Class B CDL with the passenger (P) and School Bus (S) endorsements. You study the free New York CDL handbook, pass the written tests, and take the three-part skills test in a School Bus. RCSD's program satisfies the federal Entry-Level Driver Training rule, so you do not pay the $2,000-$4,000 a private school would charge - and Ontario Bus covers all DMV fees in its program.
Complete the 3-5 week paid training and start your route
Training typically runs about three to five weeks, paid. New York requires at least 4 hours of preservice safety instruction and a 30-hour Basic Course before you carry students. New drivers ride with trainers until they know the route, then move into a roughly 180-day schedule, minimum 4 hours a day, with health benefits and a NYSLRS pension for district employees.

Rochester City bus driver questions
Do I need a CDL to apply in Rochester?
No. RCSD explicitly trains applicants without a CDL - its hiring materials state that applicants without a CDL can be trained to earn one. If you already hold a Class B with the P and S endorsements that is a plus, but it is not required.
How much do Rochester bus drivers make?
The district's own civil-service Bus Driver rate runs about $21.31 to $23.30 per hour. The contractors pay more: First Student Rochester has advertised $25.00-$28.00 per hour and Ontario Bus $32.00-$34.00 per hour, with contractor sign-on bonuses as high as $10,000. Training is paid in every case.
Do Rochester drivers work for the district or a contractor?
Both paths exist. RCSD employs its own civil-service drivers, represented by BENTE/AFSCME Local 2419, and also contracts routes to four companies - First Student, Regional Transit Service, Monroe School Transportation, and Ontario Bus. Contractor drivers are contractor employees, so pay, benefits, and union representation differ by company.
What's the free CDL study guide?
For a limited time, every district guide comes bundled with a free study guide for your state's CDL Passenger and School Bus endorsements โ the two written tests you'll take. It covers exactly what's on those tests so you can pass the first time, at no extra cost.
Is this an official guide from the school district?
No. It is an independent preparation guide, not affiliated with or endorsed by any school district. It organizes the public information into one clear manual so you do not have to dig for it.
How do I get the guide after I pay?
Instantly. Checkout takes about a minute, then you get a download link on the screen and by email. It is a PDF you can open on any phone, tablet, or computer and keep.
