๐ Limited-time: + free Florida CDL Passenger & School Bus study guide
Duval County Public Schools is the sixth-largest district in Florida and the 18th-largest in the country, anchored by Jacksonville. It enrolls roughly 128,000 students across 170 schools and transports about 35,296 of them by bus every day on a fleet of more than 940 vehicles. The region has carried a persistent driver shortage, cited at roughly 130 openings in recent years. That gap is the opening for anyone who wants steady, school-calendar work.
Duval works differently from most districts: DCPS contracts its bus service to two private operators, Durham School Services and STA, so you are hired, trained, and paid by the contractor rather than the district. You do not need a commercial driver's license to apply - the contractors train applicants without a CDL and cover the license. This page lays out the real Duval process, what it costs you, and what the job actually pays.

How to become a School Bus Driver in Duval County
The path in order. The guide expands every step with the exact forms, links, and figures for Duval County.
Confirm you qualify before you apply
You need at least 5 years of licensed driving experience, a valid Florida driver's license, and a record that meets safe-driver standards. Serious moving violations, DUIs, and suspensions are disqualifying. A high school diploma or GED is preferred but not strictly required.
Apply through the contractor portals
DCPS does not hire route drivers directly - you apply to Durham School Services or STA. Start at duvalschools.org (Transportation: Bus Drivers Wanted) or careers.nellc.com and search "School Bus Driver." Positions are posted open until filled, so apply promptly when you see one.
Interview
Virtual and phone interviews are offered, and Durham holds walk-in interviews at its Duval terminals with no appointment needed. You can also walk in to a transportation compound between 8:00 a.m. and 3:00 p.m. to inquire. Bring your driver's license and your employment history.
Clear the screenings after your offer
After a conditional offer you complete a Florida Level 2 fingerprint background check, a DOT drug screen, a DOT physical and Medical Examiner's Certificate, and the dexterity test (Form ESE 480). DCPS covers the pre-employment screening costs for bus drivers.
Earn your CDL at no cost as a paid trainee
School Bus Drivers need a Class B CDL with the P (passenger) and S (School Bus) endorsements. The contractor trains you, helps you get the permit, and pays you while you learn, satisfying the federal ELDT rule. Private CDL schools charge $2,000-$4,000 for the same license.
Complete the ~6 week training and start your route
STA postings say drivers can earn the CDL in as little as 6 weeks through the paid program. When you finish you move into a part-time, 180-day slot with a guaranteed 25 hours per week and a minimum of 5 hours per day. Field trips, activity trips, and charter runs add optional paid hours.

Duval County bus driver questions
Do I need a CDL before I apply to drive in Duval County?
No. The contractors explicitly train applicants without a CDL - their materials state that applicants without a CDL license can be trained to get one. You are hired and paid by Durham School Services or STA, not the district, and trained and licensed at the contractor's expense.
Who actually employs Duval County bus drivers?
The private contractors. DCPS contracts its bus service to Durham School Services and STA, so route drivers are contractor employees represented by Teamsters Local 512. Your pay, benefits (contractor medical, dental, vision, and a 401(k)), and schedule come from the contractor, not the district.
How much do Duval County bus drivers make, and what are the hours?
The most recent contractor-posting figure is about $22-$23 per hour once you are driving. The role is part-time on a school-year schedule, with a guaranteed 25 hours per week and a 5-hour daily minimum. Contractor postings have advertised sign-on bonuses up to $3,000 for experienced CDL holders and $1,000 for non-experienced hires.
What's the free CDL study guide?
For a limited time, every district guide comes bundled with a free study guide for your state's CDL Passenger and School Bus endorsements โ the two written tests you'll take. It covers exactly what's on those tests so you can pass the first time, at no extra cost.
Is this an official guide from the school district?
No. It is an independent preparation guide, not affiliated with or endorsed by any school district. It organizes the public information into one clear manual so you do not have to dig for it.
How do I get the guide after I pay?
Instantly. Checkout takes about a minute, then you get a download link on the screen and by email. It is a PDF you can open on any phone, tablet, or computer and keep.
