๐ Limited-time: + free Florida CDL Passenger & School Bus study guide
Hillsborough County Public Schools is the third-largest district in Florida and the seventh-largest in the country, anchored by Tampa. It enrolls more than 220,000 students across 300 schools and moves about 80,000 of them by bus every day on a fleet of well over a thousand vehicles. Like most big districts, HCPS has carried a persistent driver shortage, cited at roughly 80 openings heading into the 2026-27 school year. That gap is the opening for anyone who wants steady public-sector work.
Here is the part most people get wrong: you do not need a commercial driver's license to apply. HCPS hires you as a paid trainee, pays you on the HSEF scale while you train, and covers your CDL. The district's hiring materials say it plainly: applicants without a CDL can be trained to get one. This page lays out the real Hillsborough process, what it costs you, and what the job actually pays.

Confirm you qualify before you apply

Interview by phone, virtually, or in person
HCPS offers virtual and phone interviews, or you can walk in to any transportation compound between 8:00 a.m. and 3:00 p.m. to inquire, or pre-apply before a job fair. Bring your driver's license and a list of addresses and employers for the background paperwork.
Clear the screenings after your offer
After a conditional offer you complete a Florida Level 2 fingerprint background check, a DOT drug screen, a DOT physical and Medical Examiner's Certificate, and the district dexterity test (Form ESE 480). HCPS covers the pre-employment screening costs for bus drivers.
Earn your CDL at no cost as a paid trainee
School Bus Drivers need a Class B CDL with the P (passenger) and S (School Bus) endorsements. HCPS puts you through its own program at $0 tuition and pays you on HSEF pay grade 23, level 1 while you learn, satisfying the federal ELDT rule. Private CDL schools charge $2,000-$4,000 for the same license.
Complete the 4-5 week training and start your route
The paid program runs about 4-5 weeks, with classes at the main transportation facility (9455 Harney Road, Thonotosassa), wrapping Florida's 40-hour preservice minimum in extra classroom and behind-the-wheel time. When you finish you move into a full-time 193-day slot at a minimum of 6 driving hours plus an hour of related duties, with FRS retirement and district employee health coverage.
